These are e-mail addresses they have 'obtained' that they will sell on. Data purchase (purchasing the e-mail addresses through a third party is fine, but there will be questions as to how the data was obtained - as e-marketing companies are very wary of spam lists etc.).

There are lots of UK companies that offer e-marketing services. Some companies offer just the sale of e-mail addresses, some just the sending system, and some both. There are many overseas companies that are offering legitimate e-marketing services, but it may be best to stick to UK companies (for piece of mind).
