For any business, time is always a factor.  A business brings on a telemarketing company because they need results (sales/orders) now rather than in 6 months time.

If a telemarketing agency can start a campaign and then start to produce tangible results and cash within the first month, then they have proved themselves.

Profit

The amount of profit a telemarketing company produces as a result of the calling campaign needs to be measured.  

If the telemarketing company is producing 200% or 300% profit within a month or two, then they are the best telemarketing company for the job.

Results

The only thing that matters as far as measurement is concerned is the results; no one wants to hear that the market is bad, or prospects are hard to get hold of.

Getting quotes from 3-4 experienced telemarketing companies gives you an idea of telemarketing cost.  Then chatting about the kind of results they have produced for clients.

If possible, it may be wise to ask for some referrals from telemarketing companies, chatting to some of their current clients should be able to give an idea of what sort of results they are producing are they keeping to the business objectives and generating profit.

Most telemarketing companies do not offer guarantees with telemarketing, however there is no harm in asking.  If you are paying £200 - £400 per day for telemarketing, then asking for some sort of assurances (even though none can be given) is only expected and shows the telemarketing company that you are serious about them producing profitable results quickly.
